The Assessing Department is open on Monday and Thursday from 9:00 am to 12:00 pm and 1:00 pm to 3:00 pm.

Duties and Responsibilities

In accordance with the State Tax Commission’s “Supervising Preparation of the Assessment Roll,” the Assessor must follow detailed guidelines to ensure accurate property valuations, proper record-keeping, and timely submission of required documents. Support Legal Proceedings

Works with legal counsel, defends appeals before the Michigan Tax Tribunal, and handles other legal matters related to assessments.

Provide Updated Assessment Data

Supplies a current copy of the assessor’s database to the County Equalization Department in a timely manner.

Use Proper Mass Appraisal Methods

Adheres to Uniform Standards of Professional Appraisal Practice and State Tax Commission guidelines to ensure correct valuations.

Appraise and Assess Taxable Property

Determines values for new construction and updates records following ownership transfers.

Engage with the Public and Officials

Attends Board of Review meetings if requested, meets residents at local offices, and appears before the governing body as needed.

Manage Pre- and Post-BOR Roll Delivery

Provides an original hard copy of the assessment roll to the Board of Review for March meetings and submits the post-BOR roll to the county.

Respond to Inquiries and FOIA Requests

Makes assessment records accessible, answers questions, and handles public record requests per the Freedom of Information Act.

Prepare and Maintain Assessment Records

Maintains the assessment roll, property classifications, and special act rolls with regular record updates.

File Required State Tax Commission Forms

Completes and submits Form 4689, Forms L-4021 and L-4022, and other STC documents within the established deadlines.

Comply with STC Guidelines and Timelines

Follows the State Tax Commission calendar, uses the current Assessor’s Manual, and meets required standards and deadlines.

Oversee the Assessment Roll and Certification

Directly supervises the roll, signs it before the Board of Review (BOR) and after BOR decisions, ensuring its accuracy and legality.

Conduct Annual Personal Property Canvasses and Parcel Adjustments

Verifies personal property, manages land divisions or combinations, and ensures up-to-date parcel information.

Assessing and Tax Resources

The Assessing Department prepares the Assessment Roll each year in accordance with the General Property Tax Act. It follows State Tax Commission guidelines to determine taxable status, true cash value, assessed value, and taxable value for real and personal property in Somerset Township. The department also adheres to the Supervising Preparation of the Assessment Roll document from the State Tax Commission.

Several forms are available through the Assessing Department, including:
Poverty Exemption Application, Request for Address Change, Application for Real Property Exemption, Application for Split-Combo-Boundary Adjustment, Principal Residence Exemption forms, Rescind Principal Residence Exemption Form, Property Transfer Affidavit, and Land Value & ECF Studies for 2023 and 2024.

You can view and print public records through BS&A Online Services at any time. Assessing and tax information is updated daily. A $2.00 per page fee applies for documents sent by fax or email, payable before delivery or at pickup during regular hours.

Property Reviews

The Assessing Department updates property records during spring, summer, and fall to comply with State Tax Commission guidelines. New or unpermitted structures or additions may affect taxable value. If you have questions, contact Assessor Anthony Stockdale.

Assessment Notices and Board of Review

Taxpayers receive assessment change notices before the March Board of Review. You may contact the Assessing Department to schedule an appointment with the March Board of Review. In some cases, staff can resolve questions or disputes before that meeting.
